Who Needs an Ohio Fishing License?

Resident Requirements

An Ohio resident is defined as a person who has resided in the state of Ohio for the past six consecutive months. All residents age 16 and older must purchase a fishing license to take fish from Ohio waters. The license is also required to take frogs or turtles on public and private property. Residents fishing in privately owned ponds, lakes, or reservoirs that are open to public fishing through an agreement or lease with the Ohio Division of Wildlife must have a valid fishing license.

Members of the U.S. Armed Forces on active duty stationed in Ohio, but not on leave or furlough, are required to purchase a resident license. Nonresident students who are actively enrolled full time in an Ohio college or university qualify for a resident license if they live in Ohio at the time of purchase.

Non-Resident Requirements

All persons who have not resided in Ohio for the past six consecutive months are considered nonresidents and must purchase a nonresident license. Non-residents age 16 and older need a valid fishing license to fish in Ohio waters or to take frogs and turtles. Non-residents have several license options including 1-day, 3-day, and annual licenses.

Possession Requirements

Persons fishing must have their license in their possession while fishing and must show the license to anyone on request. Licenses can be displayed using a mobile device, so printing is not required as long as the image of the license may be displayed and presented upon request.

All lifetime license holders will be mailed a plastic card (Ohio Conservation Card) to serve as their license.

Multiyear Fishing Licenses

Multiyear licenses are available only to Ohio residents and allow anglers to lock in rates and avoid transaction fees for the length of the license. These licenses can be purchased for 3 years, 5 years, or 10 years. Permits and stamps must be purchased annually even with a multiyear license. Multiyear license customers may pay an additional fee for a hard plastic license (Ohio Conservation Card) if desired.

Property-Based Exemptions

A fishing license is not required for persons fishing in privately owned ponds, lakes, or reservoirs to and from which fish do not migrate. Additionally, persons are exempt when fishing or taking frogs and turtles on land and water which they or their parents own, except where the land is in or borders on state parks or state-owned lakes.

Persons fishing or taking frogs and turtles on land and water where they or their parents are tenants on which they reside, and from which they derive the majority of their income from agricultural production on that land, are also exempt. This exemption does not apply to state-owned lakes.

Disability Exemptions

Ohio residents who are mobility impaired and require the assistance of another person to cast and retrieve are eligible for a free license. They must submit a formal application (Form DNR 9032), which is available by calling 1-800-WILDLIFE (1-800-945-3543). Holders of veteran license plates displaying the international wheelchair symbol are also eligible for a free license through the same application process.

Persons giving assistance to an angler who has been issued the free mobility impaired or blind fishing license are not required to have their own license, provided the two persons together are using only one line.

The following Ohio residents are eligible for a free fishing license but must submit a formal application (Form DNR 9032):
